When removing seats on the new Billing page, you should not only remove or unassign the seats, but also adjust the team size accordingly. By doing so, you can ensure that all the unneeded users are fully removed and do not count towards your billing.
To do this, follow these steps:

Open your Account Settings.

To access your account settings, locate your name in the lower left corner and click on it.

Go to the Billing & Usage section

Select "Change Team Size"

Adjust the number of licenses.

After selecting "Team Size," you can adjust the number of licenses according to your needs.

Select "Next."

Once you have made the necessary adjustments to the number of licenses, click the "Next" button.

Select "Confirm Plans Change."

Finally, to finalize the changes and ensure that your seats are properly removed and your billing is accurately updated, select the "Confirm Plan Change" button.

By removing seats and making the necessary adjustments to your team size, your bill and invoice will be adjusted correctly.
